Trying to get started. I have some things already.

My friend is going to let me borrow his 3d printer so I assume I can print the plastic parts that I would want to use. I also have some decent stepper motors out of some HP 9050's. I also have a couple of arduino's and an LCD screen. I'm also pretty handy. I'm also on a tight budget. What would be the best way for me to get started and how much of an investment am I looking at?

Cheapest way is to assemble your own parts from various suppliers. Should be cheaper than getting a kit.

I might be slightly biased as I run the site, but I recommend http://www.3distributed.com/ for most of the parts.

As im not sure where u live, try out Reprap.CC, there are many kits completly listed with which parts included ( prusa + MendelMax ) many details, then u can see what parts u need, no need to buy from us, you can see it as a help smiling smiley
