If you find the cog shape you want as a solid object you should be able to 'subtract' it from the thing that you want a hole in.
Probably in Fusion I'd think. Not sure. Meshmixer probably.
I'm sure that you can find cogs and gears on thingiverse.
Subtraction would be the way to go.
