Is there the feature in any freeware program that will allow me to select the face of an stl object and export that as a dxf?

OpenSCAD - 3D to 2D Projection should do it for you.

You can do it in FreeCAD too. It requires a few more steps, but there are no typing commands involved. OpenSCAD is great if you have a programmer's mindset, but I prefer a GUI even if it takes a few more steps. Only mouse clicks are needed here except for typing the file name. winking smiley

1. Import the STL into FreeCAD.
2. Select the object in the 3D view or the Project tree.
3. Go to Part --> Create shape from mesh
4. Select the newly created shape then go to Part --> Convert to solid
5. Select the new shape and clean it up with Part --> Refine shape
6. Select the refined shape and go to File --> Export. Save as DXF.

NormandC thanks for that but as I'm designing using scad anyway the other suggestion was perfect.
