Need help working out whats going wrong with this print

Hey everyone,
So ive finished my i3 build and successfully printed the test cube, an owl and a heart shaped box with lid, all of these came out looking pretty good, then i went to print a small endstop adjuster and...disaster. As you can see from the pictures, it prints the bottom section totally fine, then when it starts to do the top section with the hole it all goes wrong. when watching it print its like, the plastic is still molten when its trying to put the next layer ontop of it. As a result, when the head moves it moves the top layers of the print too, you can kind of see it on some of the photos.
Ive tried 2 different spools of abs from 2 different sources and tried lowering the temp of the hotend by from 230 down to 225 degrees C. ive also tried slowing the print speed down abit and tried different layer heights, ive tried 0.20, 0.30 and 0.4mm layer heights and the results are the same. Anyone seen this problem before?

Im using a Prusa i3 Einstein variant with 0.4m j-head and 1.75mm abs

What works for one print may not be ideal for another. One good test - do a spiral vase (single wall) of something like a 50mm cube. If the walls stay straight, that's a pretty good indication that things aren't to hot. If they slump down then stuff is probably to hot. If the wall does not have good integrity, then the filament it's self is not hot enough (it's not fusing to the layer under it). There is a bit of fitting with extrusion flow rates as well. None of this is gain without effort....

You probably need to adjust your cooling settings in your slicing software to allow for longer layer times. Some objects need to be printed slooooooooow. I've printed ABS at 4mm/s without issue although I have my minimum speed set to 10mm/s now since it works for most objects. If you want a quick way to test if your layer time is the issue, then try printing several of the same object on the same plate.
