Heated chamber or heated bed

I am designing a repstrap with a a little less than a 2 foot cubic print area using parts I stripped from my old unreliable Techzone Huxley.

I am using t-slot and a rack and pinion x-y to stiffen the system beyond the threaded rod based techzone.

To reduce warping on large parts I have been looking into enclosing and heating the chamber. I was going to use a light bulb (ala easy bake oven) to do this to keep the price reasonable and run fans and a pid algorithm on an arduino to control the temperature.

This brings up some questions:

1. If I can bring the chamber to a specific temperature, do I still need the added complexity of a heated bed?
2. I have heard of people using water cooling for the hot end and steppers when using a heated chamber. Is this really necessary?
3. What temperature should the chamber be for PLA, ABS, and nylon. I may have to restrict to PLA but am hoping to be flexible.
