slic3r adding cover to model

I have a model that is a frame with 2 holes in it. It checks out fine in Sketchup = manifold.
I import into Repetier and slice it using support with contact distance set at 0 and end up with support and a cover over one of the holes.
Both holes are symmetrical and in the same plane. If contact Z distance is set at 0.2 it is fine.

I can't imagine that this is suppose to happen so I am assuming it is a bug? Otherwise both holes would be covered.
I retried slicing this AM and I anything I select for options seems to place a cover over the hole on the last layer.

can someone try slicing this and tell me where the problem lies?

You will need to upload your STL if you would like other people to look at the problem. "A frame with two holes in it" is too vague to allow anyone to replicate the issue.

Yeah, thx Dave. I did try but even a zip file was too big. I thought I uploaded it to gdrive and posted the link, but I guess that was something else.
ANYWAY, I did finally find a problem in the stl file even though it checked out and was manifold. That solved it.
