Partial solid fill in some layers

I try to print a tire for my RC car.
I've noticed that Slic3r generates partial solid fill in some layers. Is it a bug? How to switch off this "feature"?
Various density fill has no effect.

Used Slic3r Version 1.30.0.25-prusa3d-release_candidate_1_3-win64
(the previous version was the same)

Edit:
I have made a repair by NetFab but with no success (STL model is most likely correct).
Other slicers (Simplify, Cura) makes correct infill (beautiful grid from bottom to top).

Most likely that solid infill is to support the outer surface that's at an angle.
