Is there a relationship with the speed settings in Slic3r with the movement of the 3D printer? Doesn't matter how I set it, the printer does basically the same thing.

Speed and acceleration interact. When segments are short, the acceleration setting will prevent the maximum speed from being reached. For any given set of acceleration and speed settings, if your print has a lot of start-stop or a lot of curves, it will run much slower than a print with long straight sides. You can speed up the former by increasing acceleration, but only to the point where the motors start to slip- that will cause layers to shift.

When you set print speed for perimeters to 60 mm/sec, what you're really setting is the maximum print speed for perimeters if segment length is long enough that the acceleration setting doesn't limit the speed to a lower value.

That explanation is always true.

Also, if you're doing a small print, cooling settings will dominate.

There's always the option that your printer controller firmware is limiting its top speed.
