How do I fix these strings?

I keep getting these stringy things when I print. I'm printing with a delta 2020 and slicer.
I have the PLA temperature at 195. I have set the retraction length to 3mm and the speed to 60 mm/sec.
What is better to adjust more the temp or retraction?

I suggest using more retraction to eliminate the blobbing, and a lower temperature after the first layer to reduce stringing. The amount of retraction you need depends on the Bowden tube length. I find I need 4 or 5mm retraction for a 350mm tube, and 8mm for a 600mm tube. I reduce temperature to 185C or 190C after the first layer. Somer people say that a slower retraction speed reduces stringing.

Also the lower layers look over extruded; fixing that might help with stringing on the upper layers.
