Missing infill under inclined surfaces

For some reason Slic3r 1.26 as well as 1.17 do not create infill under inclined surfaces for me.
Only under the part that further up is not inclined but horizontal infill is created.
I triple checked the mesh, it should be 100% ok. Also i can reproduce this with basically any model that has inclined parts.
Any idea what is causing this?
