What settings need to be changed to improve the print quality of the attached image?

It seems to me it's not joining the end of each layer. I've tried changing the Extrusion multiplier but that didn't help, if anything it made it worse. My E steps are calibrated fine as well.

I'm using Slic3r 1-2-0.

I can see two issuesŞ
- a bit of overextrusion, followed by
- a bit of underextrusion,
perhaps just before retracting to change the layer.
The former will be improved by reducing speed (though I think you already print at pretty low speed) and/or reducing acceleration.
For the later, you may try "External perimeters first", though this might induce other artifacts. If you keep the default (unchecked) then reducing the retraction length/speed may help.

I have the same issue sometimes. From what I found out it has something to do with order of infill and perimeter. You cant really control these things I guess because its also not possible to tell slicer to make only as few as possible jumps from one spot to another. Have you found something out about it? otherwise we can only hope that it vanishes in future versions.
