Help, support structure draws skirt on every level

Hello all! I need some help, advice, or someone to tell me I'm a moron. I'm planning on getting a 3D printer and downloaded Slic3r 1.14 to look at the workflow and try to understand how different settings affect the gcode, time, material useage, etc. As such I am using somewhat default settings. I have a model im trying to slice and print, and when I turn on support the gcode viewers that I have found indicate that it draws the skirt profile on every layer. Here is the STL I'm slicing:

And here is the gcode slic3r 1.14 gives me with these settings:

When I turn off the support structures, it still does this on every layer, that it draws the skirt around the object. Interestingly for me, the skirt is set to 0 layers.

EDIT: I sliced it using the slic3r version 1.0.0RC3 which is bundled with Repetier-Host 0.95F and it doesn't seem to have this issue. Will reslice with 1.14 and see what happens.

EDIT 2: Le sigh. Nevermind. I had ooze prevention enabled in 1.14 which turns on the tall skirt. Reslicing with this option off, will report.
