How to rotate an object?

I'm trying to print a wheel.

The STL file (from Thingverse) shows the wheel on edge in slic3r, and inevitably, after printing a dozen or so layers, the wheel topples over.

I'm printing in PLA on glass with a nozzle temp of 210/195 and bed temp of 70/65. Those temps cause other objects to perform well, and they are impossible to remove from the glass until it cools down to below 40 degrees.

It seems logical to print the wheel laying on its back, and I've tried using the rotate tool in slic3r, but that only rotates around the Z axis.

I tried rotating it in Sketchup, and then exporting a new STL file. The Sketchup model causes slic3r to complain "no layers".

I tried rotating it in Meshlab, and then exporting a new STL file. The Meshlab version still shows the wheel in a vertical position in slic3r.

This CAN't be so hard to do!!! Can someone please help? (I'm working on a Mac.)

Every slicer can rotate a part...
Just spin it and slice then print
