Slic3r not making proper vase mode

Slic3r do not achieve a proper vase mode, changing layers every two circles. Nothing to do with RepetierHost. Same problem occur with version 1.2.9 or 1.3
My relative E distances is disable. So that is not the problem.

Have you tried to use Cura instead of Slic3r? The latest version of Repetier Host (v 2.0.0 on Windows/Linux) allows you to switch between Slic3r and Cura on the fly. If it is Slic3r causing the problem, then hopefully Cura will perform better in vase mode.
