Troubles with circular objects with varying radius

I'm having trouble printing circular objects that vary in radius as they go up. Its only on the bottom layers going from a smaller radius to a larger one. It seems that the outer ring tends to curl up a bit. Attached a picture of the problem.

Printing on a prusa i3. Printing with PLA, have tried extruder temps of 190-210, bed temp of 60, layer heights of .1-.3, Have tried with supports but with no success.

Id like to know also. I just loaded up my first roll of PLA ever after using ABS for years and im having the same issues.
Using Esun PLA plus black. Genuine E3D V5 hot end at 210c bed at 60c

Printing overhangs with PLA is a challenge. The forum is full of stories about ( sometimes pretty excessive ) part-cooling techniques and parameter settings.
