I dont know what is the issue ; I used CURA 2.3.1 for this major settings I used are :

Printer : Prusa i3
White PLA ;
diameter : 1.75 mm

Profile Normal Quality 0.1 mm

Quality :
Layer Height : 0.1 mm
Initial Layer Height : 0.4 mm

Shell :
Wall thickness : 0.8 mm
Top/bottom thickness : 0.8 mm
top & bottom layers : 8

Infill Density : 50%

Printing Temperature : 200 C
Build Plate Temperature : 65 C
Diameter : 1.75 mm
Flow : 150 %

Speed : 60 mm/s
Travel Speed : 120 mm/s

Enable Support : Yes
Support Placement : Touching buildplate ;

Build Plate Adhesion Type : Raft
Raft Air Gap : 0.3 mm
Initial Layer Z Overlap : 0.15 mm
Raft Top Layers : 2

Print Sequence : All At once

The layer height seems way off. 0.4 initial is to much usually and 0.1 standard height is something you can try once you have the machine running perfectly with 0.2. What diameter nozzle do you have?
The print looks as if it never realy connected to the buildplate, which can easily happen with such a thick first layer. Usially the first layer should be a bit thinner than the following, not the other way around.

Usually you will print with layerheights that are smaller than your nozzle diameter. Anything between 0.2 and 0.3 is very likely what you will use most with a 0.4 nozzle.
Maybe try with initial layer height 0.2 and following layers 0.25. Make sure that after homing the distance between nozzle and heatbed is ca. 0.1mm (thickness of a light sheet of paper).

Flow : 150 % - Ok for a first layer but not for a generic setting.
Have you calibrated your extruder?
Looks like under extrusion with some oozing blobs.

Allso set the initial layer to print at a slower speed so it has better chance to stick to the bed.

I lowered the flow rate to 100% but when I am printing, there is Fr on LCD screen which I need to set to 50% around if not then the surface finish is compromised, so because of that it takes double time to finish the printing, I have updated the configuration to ;

Printer : Prusa i3

Support Placement : Touching buildplate ;

Build Plate Adhesion Type : Brim
Brim width : 8 mm

Print Sequence : All At once

Try slowing down to 40mm/sec also.
I print .2mm layers with my .4mm tip.

You are sure its PLA filament?
Use the values you know are correct or sensible. Measure the filament diameter if possible. leave the feed rate at 100%. bottom layers at a sensible number ( 4), layer height 0.2, infill 40%. Retraction setting 4mm (long Bowden), slow speed 40mm/s, turn support off. Then show us the results or tell us what's wrong.
Check your settings - we can some times miss the obvious like no decimal point or % signs.
Its confusing when you say you reduced the feed rate to 52% to improve quality. You reduced it so you have under extrusion on the infill and its hard to see from the photos how good the perimeters are.If you set the feed rate to about the 100% then we can see where the real problem is.
