First Layers shrinking Please Help

Hi everyone

I am printing on a Sunhokey Prusa i3 with 1.75mm PLA filament. The early layers (first 30-40) seem to have shrunk and become smaller and smaller on both the X and Y axis causing the bottom of the final print to be inaccurate. I have printed a test cube that was 20mm x 20mm and this thinner section came out at about 19.3mm (see attached pic). I though it might be due to uneven cooling but I only experience this in the first layers. Any answers?

I can't tell from your picture, but it looks to me like the bottom is larger than the top of the print. That would be a too high bed temperature problem.
