Check if everything is solidly tightened down with no play. Check printbed, hotend etc, bearings, belts. You didn't mention the type of printer or its features. Is the z axis moving during x an y motion? Could be auto bed levelling problem or backlash. Is the printer on a stable surface? Heated pid with calibrated PID?

I think your extruder steps or z-steps are not configured.
The extruder tries to feed more filament than the gap between the nozzle and lower layer can handle. ( e-steps to high or z-steps to low )
So the filament starts to get squished sideways or comes out in intervals building these waves.

thank guys,

Think your correct O_lampe, have reduced the feeding and also reduced the speed big time with much better results.

Thanks to you both for replying

The machine is getting wobbly the higher it goes up the z axis. hence slowing it down resolves it because the vibration goes away
