The printer starts printing the wheel's spokes after a few layers of the round edge.
Then because of the gap, it results in a suspended extrusion... which doesn't stick down to the heatbed properly.

What's the slic3r setting should I look into?
I used PLA 190C Bed off and retraction 4mm-50mm/s

Your print settings are bad that is all.
Some people claim that using support structures under free hanging parts would help but of course that must be a myth winking smiley

Ok but what setting should be bad? Is it just matter of support? (that i didn't use)?

With no support it all comes down to bridging and if the printer or better the slicer is not setup correctly it hangs and sags.
Around 45° is the limit before a print starts to get into trouble without support.
Bridging, at least for me is only used where the optical look is not important or in an area you can't see anyway.
