Small hole speed to fast, how to reduce?

I'm using a Prusa i3 with slic3r to print a new mount for my hot end and the small holes for the m4 screws printer super quick on the first layer, even though my first layer speed is set to 20mm/s.

I am printing in PLA at 230 first layer and 220 thereafter, which setting controls things like small circle holes, would it be inner perimeter?

slic3r has a separate setting for "small perimeters", which you can reduce.
