For the top surface, print a test object, and increase the Flow% in Cura until the top extrusions are touching. Really, the e-steps per mm in your firmware is probably quite low. You can calibrate that using Triffid Hunter's guide.
If you had Slic3r I would recommend the the following to get your extrusion flow rate right. I have yet to find a similar guide using Cura.
