Folger Tech Prusa i3 still with an extruder problem [SOLVED]

I have all axes responding as they should but my extruder is way outta whack. With the following line in the Configuration.h file:

#define DEFAULT_AXIS_STEPS_PER_UNIT {80,80,4000,90} // default steps per unit for ultimaker {78.7402,78.7402,200*8/3,760*1.1}920

and the extruder up to temp (E0), the extruder motor turns an infinitesimal amount when using the manual controls in Repetier. I had to bumps the steps per unit up to 5500 to get the extruder to put out a 50 mm strand when I hit "50" in manual control. And the motor does not turn smoothly, rather in starts and stops. All 3 jumpers are in place under the Pololu board, motor voltage is set to .350v. I tried a spare Pololu board and a spare motor with the same results.

Any ideas? Should I try to enable E1 in Marlin and try that?

[SOLVED]

Looks like I have a bad Ramps board. I re-routed the extruder output pins to E1, connected the extruder motor to E1 (using the same Pololu board) and it works like a charm.
