Identification of printing error

Hello people and merry X-massmiling smiley
Could you please tell me what the error shown in the pics is called, what is causing it and how it can be solved? The print is very popular on thingiverse. Cura settings: 2 outer perimeters, 10% infill, 0.3mm layer height, 100% scale (printed with prusa i3 rework using PLA at 185 C with 0.5mm j-head nozzle). If you need any additional details please let me know.

... most likely you'll extruding a bit too much plastic or moving not fast enough, so the filament is placed in 'waves' instead of straight lines ...
