Upper flange collapsing

So this is my 20 tooth GT2 belt pulley.
The flange are 1.5mm thick.
As you can see, the lower flange with support prints fine, however the upper flange fails to materialize.
Any suggestions?
I'm running at 195 degrees using 3mm filament.

*** EDIT ***

So, it took mere minutes for me to stop being lazy and read some past posts.
Several parameters were suggested by others with similiar problems.

I'll check a few settings before I continue this thread.

A cooling fan aimed at the part and print 2 at once.

You need support to print that upper flange.
