It's not a slicing problem. It looks like it may be the nozzle height is too large. Check it after homing, and up to temp, for 0.1mm max - a little closer if possible. A piece of copy paper should drag gently under the nozzle (rather than slip smoothly.) Also, print 2 or 3 skirt loops around the object (set in Slic3r) to get a good priming of the extrudate.
Have you set your bed temp to
at least 100C?
Are you printing on glass or directly on the PCB - can't see any glass reflection?
