Not enough retractions?

I know that the strings are due to extraction but what are the blobs from?
these are my Slic3r settings:
Extrusion Multiplier - .9
Retraction Length - 1.5
Retract speed - 25
Printer setting speeds - 80mm, 80%,70%,80mm,80%,80%,80mm,80mm,50mm
travel speed - 130
First layer 30%

That definitely looks like a retraction issue to me. What is the minimum retraction distance you have in your settings?

It was 1 but I upped it to 2 and testing again.
