Can't figure out how to fix this.

I am rather new to the 3d printer world and found & fixed most of my issues but I am having this one issue I can't figure out.
I have tried multiple settings but I can't seem to figure out why I am getting this issue with the spacing.

Extruder - .35
extrusion multiplier - .75
Layer height .28
first layer - .3
fill density - .4

If you want more I can attach the config file it that may be better.

An extrusion multiplyer of .75 is a little nuts and it does look like your under extruding.
Try bumping that to .9 or .95 and try again.

I will try it but when I went to .8 I was get blobs when it was doing the infill from the J-head, would that mean I then need to adjust the infill parameters?

Where were the blobs?
It could be you need to up your retraction value.

Have you measured the e-steps on your extruder and calibrated your firmware?
