Hi,
I m not sure whether I can parallel connect two 12V 30W heaters instead of a 12V 40W heater or not?

Sure you can, but you get a 60w

This issue is that this will pull 5amps on it own. Most reprap type boards are designed with a 5amp limit for hotend + board + motors

In the case of the ramp, you just need to up the fuse size
