at this step it is said that for ATmega socket, "none of them should have more than 0.5 volts, except those marked to have 5 V."

i get 5v reading also on pins 40,39 (temp1 and temp2) and Pin 9 (reset)

if i press reset the voltage drop for the pin 9, is this normal?

Pin 40 and 39 got 5v reading, is this normal also?

Checks:

No smoke? Great.
The yellow LED in the lower right corner is lighted? Even better.
If you've chosen Option 1, short the wire bridge with the top right pin of the ATmega socket like the dashed green line in the picture. This should activate the power supply.
At the same time, the green LED in the lower right corner should go on as well.
If you have a voltage meter, measure the voltages shown in the picture. Dots mean wire bridges, arrows mean pins.
Also, check each of the pins of the ATmega socket, none of them should have more than 0.5 volts, except those marked to have 5 V.
Check the pins in the lower row of the Pololus. Neither of the unmarked ones should exceed 0.5 volts as well.

You're entirely right, I fixed the picture. A reload in your browser might be required to see it. Thanks for the hint.

Yes, this is how the reset works. Pulled up to 5V in normal operation by R30, pulled down by the reset switch to cause an ATmega reset.
