E stepper skipping while printing

While I am printing I have to slow down the speed or the E axis "extruder" skips. Any ideas. I have adjusted the pot up and down but cant dial out the issue. here is a video of the motor skipping. [youtu.be]

Seems like the pressure in the hotend is too much ?
Can you turn the large gear easily by hand ? if it`s going very strong then the hotend is the issue.

What setup is your printer ? (filament size, nozzle size, ABS/PLA, temperature, printing parameters, and so on ...)

reprap i3 Filament = 3 Nozzle .50 printing with PLA temp is set to 185

I thought that the temp might be to low so I raised it to 230 but that had no effect.
