I received half of my printer kit. Electronics package and steppers.

Trying to test the wiring and everything before the hardware arrives. The end stops, thermister, fan, led's, and heaters all seem to work fine.
The steppers don't. I am using "rampstestcode.pde" and marlin firmware to test thermisters. As well as some custom code to help test steppers.
The steppers do move but stutter, stall, and reverse direction when they shouldn't.
I've changed jumpers to different microstep settings. I've also adjusted the pot on the driver package.
My pc psu (400watt) hacked to power supply cuts out only when testing the steppers. My 12v 250 watt lab supply seems to work ok. all 4988 drivers have been removed except one on the z axis that is connected to the stepper motor (I dont want to risk any drivers until I know everything works ok). All the motors that I have tried have the same problem.
Are there any ideas or suggestions out there?
