Where exactly is the fan blowing?

I'm confused about where the fan on a prusa i3 is supposed to blow. Is it supposed to blow on the upper portion of the groovemount, because that's what mine is set up to do. What about cooling the extruded filament on a PLA print to make it cool faster? I see many printers equipped with this: [www.thingiverse.com]

Is the fan supposed to do this or is this function for another fan? I want this set up to print PLA and would like to know if I need another fan or just modify the fan that's blowing at the groovemount. I have a Makergear extruder.

There are 2 fan functions possible. One is blowing onto the print to cool it which is needed for most PLA prints. This seems best done with the fan blowing on the print without blowing on the hotend.
Also cooling the cool end of the hotend is needed on some, especially all metal, hotends.
