Whats Up With My Solid Layers?!

I can't figure it out, its always the solid toper layers that always mess my prints up.

It is fine on the first layer, then the second layer is fine, then the third layer (before the infill) builds up a little, then the hex infill starts and evens everything out, and its perfect in this part, then the top solid layers start, again, first is perfect, second layer builds up a little, then the last is as you can see in the images below.

What would cause this?

Printing too fast/hot? Extrusion speed too high?

MakerFarm 8" Prusa i3v
RAMPS 1.4
0.4mm E3D v6 for 1.75mm

I would say too much extrusion check your extruder E steps and/or the filament diamenter

And then use a caliper and measure your filament in a few places and average it.
