What are you using for a heating element on the extruder and what are the specs on your power supply?

Also are you sure your thermistor is reading correctly? (ie configured correctly and hasn’t come loose so there is a air gap between it and the hot end)

Check whether there is a PWM limit for the hot end set in your firmware. You haven't told us which firmware you are running.

How do I upgrade power limit?

I don't know Repetier but I am told it has a good configurator, so see if that allows the PWM limit for the heaters to be adjusted.
