I’m working on a custom delta with a 3 filament diamond hot end. I'm suppling 24v to the RADDS/Due so I can use 24v at my nema23 steppers and my 24v hot end heater.

My question is can I simply use the trim pots to adjust the voltage on my RAPS128 drivers down to 12v for my nema17 steppers on the three extruders? I have both 24v and 12v power supplies, as I'm running fans and lights at the 12v, so other configurations might be possible as well.

The nema17 motors will work fine with 24vdc going to the drivers. The trim pots on the drivers control the stepper current and delay, not the voltage going to the motors.
