Android phones are programmable? And they often have USB out. Could they not be used to control RepRap?

Do-able, you'd have to write a driver for the FTDI chip.

And reproduce the PC app in a format that is compatible with the Android system.

Look up Ralith's gcdump - it's a simple command line gcode sending program.
