Only three possibilities left.
1) the load is to great for the steppers
2) you have miss wired Z (or a wire is broken)
3) dead stepper drivers.
You have X and Y working, so unplug X stepper motor and plug in each Z stepper in turn and tell the machine to move X, to test out each Z stepper
NB do not unplug steppers while the machine is on, that will kill the stepper drivers

try the ramps test firmware
[reprap.org]
this will move all axis back and forth. no configuration needed, this will eliminate any potential firmware related configuration isues
NB will also turn on MOSFETS, so make sure anything that will heat up is disconnected
