Has anyone made a device to recycle printed plastic back into a plastic to print with? Wonder if it can become a closed loop instead of wasting plastic.

Yes - several, and Google is your friend.

For example, look at the ReDeTec ProtoCycler.
Also the Filastruder or the Stooder plus many, many more!
