Dimensions of the first layer are slightly larger because it's thinner than the rest of the layer: The extruded filament width comes out wider. The white regions are the result of the the extruded filament not sticking well to the surface of the blue painter's tape. It's probably being printed too fast. At the edges, it sticks better because the x and y axes slow down due to acceleration.
